The regimes the members answer to
Every Alkaimi Ecosystem member financial institution complies with every lawful sanction of every nation in which it operates, under its own regulator. In the United States the sanctions regimes are administered by the Office of Foreign Assets Control of the Department of the Treasury under the International Emergency Economic Powers Act, 50 U.S.C. 1701 to 1708, and related statutes; in the European Union, by the Council's sanctions regulations, which apply directly in every member state; in the United Kingdom, under the Sanctions and Anti-Money Laundering Act 2018 and the regulations made under it. Each member financial institution also complies with the sanctions law of its own jurisdiction where that jurisdiction is another.
Screening
Every holder is identified and screened against applicable sanctions lists before it is admitted to the Alkaimi Ecosystem's ledger, and every movement of value on the ledger is screened again at the instant it is instructed. Every holder is known to the ledger at every instant, and every movement is recorded.
What happens when a sanction applies
A member financial institution honors a lawful sanction on a holder under the member's own regulator, by freezing what the sanction requires frozen and by declining what the sanction prohibits. The rules of the ledger apply to a sanctioned holder as they apply to any holder barred from conduct: the DTAs™ it issued and still holds are frozen, and no value moves from its account. A submission on this site from a person or jurisdiction subject to applicable sanctions does not proceed, and no introduction is made for such a person or jurisdiction.
No evasion
Nothing on the Alkaimi Ecosystem's ledger is designed to evade a sanction, and nothing on the ledger can be used to evade one, because a currency never enters the ledger, every holder is known, and every movement is recorded and screened. A member financial institution reports to its own regulator and to the sanctions authority of its own jurisdiction as the law of that jurisdiction requires.
